  18. <p>     Conservatives are speaking more openly about the "nuclear
  19. option," and it has nothing to do with the gulf crisis. That's
  20. the code phrase true believers have given nascent plans to
  21. mount a right-wing challenge to George Bush in 1992. The main
  22. purpose of such a kamikaze mission would be to force Bush to
  23. return to the fold on taxes. Activists, including American
  24. Conservative Union chief David Keene and former Reagan
  25. Administration official Don Devine, have convened several times
  26. in secret to plot strategy. Two groups met last weekend, one in
  27. Dallas and another in suburban Maryland, and talk of rebellion
  28. is becoming more public. An upcoming article in the Heritage
  29. Foundation's quarterly Policy Review recalls Teddy Roosevelt's
  30. 1912 Bull Moose challenge to fellow Republican William Howard
  31. Taft, which resulted in a Democratic victory, and suggests such
  32. an outcome might be preferable to the "betrayals of the Bush
  33. Administration." G.O.P. hard-liners say they fear that if one
  34. of their own does not challenge Bush, former Klansman David
  35. Duke will try to become the right-wing standard-bearer.
